Soror Jacquelyn M. Ward, in collaboration with Sorors Lillie B. Campbell, Carolyn Watts, and Jacqueline B. Webster, formulated a strategic plan to delineate the Chapter’s geographical boundaries and reclaim sorors interested in establishing the Elk Grove Alumnae Chapter. In 2004, Farwest Regional Director Soror Thelma Day James authorized a survey of current area members. The initial four sorors were subsequently joined by twenty additional members: Cynthia Baker, Bert Bettis, Gloria Blanchette, Charlotte Broussard, Elaine Carey, Georgetta Coleman Griffith, Dorothy Crawford Brown, Dr. Carrie Douglas, Dr. Otashe Golden, Dr. Kristee Haggins, Dr. Lois Reed Graham, Sharron Mackey, Dr. Hazel Mahone, Emily McDougall, Karma Nelson, Gwendolyn Smith, Edith Spencer, Tosca Toussaint, Dr. Leilani Tull, and Barbara Yonemura, Esq., to form an official interest group. The primary objective of the group was to establish a new chapter dedicated to performing community service outside the Sacramento metropolitan area. Their inaugural event was the Wine & Jazz gathering hosted at the Lodi Wine & Visitor Center.

In 2004, under the national leadership of Dr. Louise A. Rice, National President of Delta Sigma Theta Sorority, Inc., the chartering ceremony was conducted. Dr. Thelma Day James, Farwest Regional Director, alongside Soror Danielle Moore, Farwest Regional Representative, presided over the official service. The Elk Grove Alumnae Chapter was formally chartered with twenty-four members on Saturday, December 11, 2004, at the Stonelake Club in Elk Grove.

Following its establishment, the Chapter’s inaugural signature event was the Crimson and Cream New Year’s Eve Gala, held at Sacramento’s Tsakopoulos Library Galleria on December 31, 2005. Furthermore, the Chapter has consistently participated in the organization’s national programs, including the Betty Shabazz Delta Academy, Growing and Empowering Myself Successfully (GEMS), and Empowering Males to Build Opportunities for Developing Independence (EMBODI), among other projects and initiatives. The Elk Grove Alumnae Chapter has dedicated twenty-two years of service to the Elk Grove, Natomas, and West Sacramento areas.
